No. You can’t run regular windows desktop’s apps on Windows Phone 8, if that what you asking about. Windows Phone 8 is kinda like Windows RT in tablet realm. Legacy x86/x64 apps can’t run on them. But all those three can run WinRT apps (if the developer porting the UI from Metro Apps to the Windows Phone 8 though since even if WinRT and WP8 are sharing code base, the UI layout are different based on the device form factor).

But if you happen to have Windows 8 based tablet (that is using x86/x64 processor like Ivy Bridge or Cedar/Clover Trail), then yes, you can run legacy x86/x64 apps.

Those three having similar trait as tablet OS (at least on ARM realm). So, Yeah, we can’t compare Windows 8 with the other two since Windows 8 is full fledged OS. But for Windows RT, yes, we can compare it with the other two.
