If u read till the end of the article , Google’s Android experience director has responded to it and sounded like “We still are way behind and have lot of work to do”.
If article is full of sh*t or false , he wouldn’t take time to respond to that at all but he did respond and accepted it because what author stated in article was true or something serious to be taken care of.

Taking small example from one of the things mentioned in article :
If u take Windows Phone back button for example , it works exactly like the the way it is described , but on Android , back button works in random ways that nobody knows how to define that button.That’s the difference between polish and garbage imho , Even today I simply don’t go for android only because its design principles are flawed right from start (App designs suck and dev don’t follow any latest guidelines of ICS or JB , which makes them look sh*t) , That’s why google constantly change the design of android because they didn’t nail the design yet (but some say they nailed it with ICS but only time will answer)

He is using stock Android btw , not some skins like sense or touchwiz
