You see,the note is a new version of a mobile device.As it say,it’s a note.Meaning you can scribble in it.With the stylus pen in mind,you can use the note to do simple drawings,sketches and writings in a natural pattern with a similar look and feel of a pen.Now it might not seem much but with proper use,it becomes an important part of life for designers,writers and even business peoples.Digital drawings,cultural writings and graphs and so on.To have something that could fit in your back pocket with the ability to do something like these on the go is nothing is belittle.Now if you are just looking for a phone then yes,note is in no way the right option.Too big in size for something unwanted.But if you are a free lancer and you need something practical like a note than you need a note.That is all there is to it ^^

Although hardware specs seems to be finely miss leading on your context let me give you a brief,average things you can do on a note two and can’t on a note
-Higher battery life
-Stylus pen has some new feature which you will notice after the use of note one
-The OS called jelly bean.
-A slightly bigger screen(Not too big but noticeable when compared together.

Well technically note is different section than a phone but if you do compare it,you will find it significantly winning.But if you just compare the phones,LG-optimus G has a clear win on many things.(although the price tag is not helping.)

Anyone who uses a note,yes.Note is designed for people who want to create things in ease of a pen.Mainly being people who design.Others being business user and so on.In the end,if you buy a note,you should atleast know what it is for.Also the features of s-pen have increased from what it was in the previous note.So to your question,yes.To a average note user,these are very noticeable difference.
