a new phone is better than a 3-4 months old one

Not necessarily. Mid-range (and even low-end) devices are frequently released. Flagships tend to follow an annual pattern.
I get what you're saying, though. ;-)

I can't imagine the GALAXY S4 being any better (hardware-wise) than the Xperia Z.

Ultimately, it boils down to UI preference. You can't go wrong with either 'Sony Mobile BRAVIA Engine 2' or 'TouchWiz UI'!
I'm waiting for the latter...

Well do other vendors even release phones with unlocked bootloader? Not a single one of 2012 xperia had bootloader unlocked (from all devices I've rooted) and actually what makes Samsung devices kinda hard to make unofficial Roms is that there's no documentation about drivers. Not the damn kernel. It was always there. And Samsung have said that they are releasing the documentations for drivers in near future. Maybe with the launch of S4 as a pleasant surprise?
